GLS Rules & Regulations

Version 1.1 · Effective date: 17 October 2026

These Rules & Regulations ("Rules") apply to every member of the move.ge Georgia Listing Service (the "GLS") and to everyone who uses the GLS through a member's account. Members accept them when they apply for membership and each time a new version is published. They are part of the contract between the member and Ujarmeli LLC (USA), which operates move.ge, together with the move.ge Terms of Use and Privacy Policy. Owners listing their own property follow the listing rules in Parts 3 to 5 as they apply to owners.

The purpose of the GLS is simple: one accurate, verified listing for every property, kept current every week, so that buyers, tenants, owners and agents in Georgia can trust what they see.

Part 1. Definitions

  1. Member: a brokerage (office), agent, independent agent, developer, developer sales agent or office staff user whose membership move.ge has approved.
  2. Office manager: the broker of record or manager of a brokerage or developer, responsible for the office's agents and listings.
  3. Listing: an offer of a property for sale or rent published in the GLS, identified by a unique GLS number.
  4. Owner: every person or company shown as owner of the property in the National Agency of Public Registry, or their representative under a notarized power of attorney.
  5. Live listing: a listing in status Coming Soon, Active, Active Under Contract, Pending or Temporarily Off Market.

Part 2. Membership

  1. Who may join. Brokerages and developers registered in Georgia; real estate agents working for a member brokerage; independent agents; and developer sales agents. Each applicant gives true identification: the company identification code (9 digits) or, for an independent agent, the personal ID number (11 digits).
  2. Approval. move.ge checks every application, including against the Public Registry, and may approve, ask for more information or refuse it. Members may not list until approved.
  3. Agents in an office. The office manager adds and removes the office's agents and is responsible for their listings. Each agent signs in with their own email; accounts may not be shared.
  4. Trial and dues. Each new member receives the free trial stated on the join page, once per company or person. After the trial, dues are payable as published on move.ge. If dues are unpaid, the member's listings are deactivated until payment; the data is kept.
  5. Association membership is optional. Members may declare membership of GNARE (Georgian National Association of Real Estate) and of the National Association of REALTORS® (with an 8 or 9 digit NRDS ID). Verified association members receive a badge and preferred pricing. GNARE membership must be verified within 30 days (by an official GNARE letter, a GNARE ID card, or an official email from GNARE to move.ge) and renewed on move.ge every year. Members who do not verify keep full access to the GLS at the standard price. The REALTOR® mark may be displayed only by members who are verified REALTOR® members.
  6. Honesty. A member must keep their details current and must not use the GLS for another person or company that is not a member.

Part 3. Listing a property

  1. Authorization first. A member may list a property only with the authorization of every owner, under a listing agreement or other written authority.
  2. Agent declaration. For every listing, the agent enters the name, mobile and email of every owner (for a company, its director and identification code) and confirms that they are authorized to list it. The office manager co-confirms. An independent agent confirms in both roles.
  3. Owner consent. move.ge emails each owner, who confirms with a one-time code. The listing stays in Pending Owner Authorization, hidden from the public and other members, until every owner has consented. An owner who declines, or reports that they did not authorize the listing, blocks it at once and the matter goes to move.ge for review. An owner may withdraw consent at any time, which withdraws the listing.
  4. One live listing per property. Each property may have only one live listing in the GLS. The cadastral code is required for registered property. A member must not enter a duplicate listing, split one property into several listings, or relist a property to reset days on market.
  5. Accurate information. Every listing must show the real location, cadastral code, type, size, rooms, features, price and availability. Remarks must describe the property, not advertise the agent, and must not contain phone numbers, emails, links or other contact details.
  6. Photos. Photos must be recent, real photos of that property, without watermarks or contact details. Agents may upload up to 60 photos per listing and owners up to 15. Members must own the rights to the photos they upload.
  7. Price. The price is entered in the currency of the offer; conversions to GEL or USD are for display only. Every price change must be made with the "Change price" action, which records the change in the public price history.
  8. Owner confidentiality. Owners' names, phones and emails are confidential. Members must never publish them or pass them to anyone not involved in the transaction.

Part 4. Status and weekly confirmation

  1. Status changes. The listing agent must update the status within 2 working days of any change: Active, Active Under Contract, Pending, Temporarily Off Market, Withdrawn, Cancelled, Expired, Closed.
  2. Weekly confirmation. Every week (reminders on Monday and Thursday) the listing agent must confirm the status of each live listing, using the one-click links in the email or the back office. Confirming, changing the status or editing the listing counts as confirmation.
  3. If a listing is not confirmed:
Days without confirmationWhat happens
7Members see "Status not confirmed"
14The public sees "Status unverified" and the office manager is notified
21The listing is hidden from the public and from members until its status is confirmed
  1. Membership limitation. A member with 3 or more listings hidden for missed confirmations within 6 months is limited: they cannot submit new listings until move.ge lifts the limitation. Continued non-compliance can lead to termination of membership.
  2. Closing. When a property is sold or rented, the listing agent marks it Closed and records the price, date, buyer's or tenant's name, buyer's agent and office (if any), and whether it was paid by cash or mortgage (with the bank). A Public Registry extract may be added, which marks the closing as Verified; otherwise it is Reported. The buyer's name is visible only to the listing agent, their office manager and move.ge staff. Closing prices are used in move.ge market statistics without names.

Part 5. Cooperation, showings and use of GLS data

  1. Cooperation. Members cooperate in good faith, answer inquiries and showing requests promptly, and respect each other's listings and clients.
  2. Showings. Showings are arranged with the listing agent through move.ge or directly. Members must not enter a property without the listing agent's or owner's permission.
  3. Use of GLS data. GLS data, including statuses, history, closings, reports and member-only fields, may be used only for the member's real estate business with their own clients. It must not be sold, given or published to third parties, scraped, or used to build a competing database, except through tools move.ge provides (for example shares, reports and the public listing link).
  4. Client shares and reports. Members may share listings and seller reports with their clients through move.ge links. The member is responsible for whom they share with.
  5. Advertising. A member may advertise another member's listing only with that member's permission, and must always show the listing member's name.

Part 6. Personal data

  1. Members process personal data in line with the Law of Georgia on Personal Data Protection and the move.ge Privacy Policy, and only for the purposes of the transaction.
  2. Data processing terms. For data a member enters about their own clients (contacts, saved searches, Concierge, shares, notes), the member is the controller and move.ge is the processor under Article 36 of the Law. move.ge: processes this data only to provide the GLS service and on the member's instructions as given through the GLS tools; keeps it confidential and restricts access to authorized staff; protects it with appropriate security measures; uses the sub-processors listed in the Privacy Policy and informs members of changes; helps the member respond to data subject requests; notifies the member without undue delay of any incident affecting this data; and deletes or returns the data when the membership ends, unless the law requires it to be kept. The member confirms that they have a legal basis to enter this data and that they have informed their clients.
  3. Members must not enter special categories of personal data (for example health or religion) in listings, notes or messages.

Part 7. Occupied territories

Listings may be entered for any place in Georgia, including the Abkhazian Autonomous Republic and the Tskhinvali region, which are occupied territories under the Law of Georgia on Occupied Territories. Members must comply with that law. In particular, a transaction regarding real property concluded within the occupied territories in breach of Georgian law is void, and economic activity there that requires a Georgian licence, permit or registration is prohibited without the special consent of the Government of Georgia. Members must not use move.ge to arrange any such transaction, and must state the status of the property truthfully.

Part 8. Compliance and sanctions

  1. Reports. Anyone may report a listing through "Report this listing". move.ge reviews reports and may ask the member for documents.
  2. Steps. Depending on how serious and repeated the breach is, move.ge may: send a warning; correct or label a listing; hide a listing; suspend a listing; limit the membership; or terminate the membership. move.ge does not charge fines.
  3. Immediate ban. A false ownership, authorization or truthfulness declaration, a fake listing, or fraud leads to removal of the listings and termination of the account without a prior warning.
  4. Disputes between members about who may list a property are decided by move.ge on the documents provided, mainly the owners' written authorization.
  5. Appeal. A member may ask move.ge to review a decision by writing to info@move.ge within 10 working days, with their reasons and documents. move.ge replies within 10 working days. This does not limit the member's right to go to court.

Part 9. Changes and acceptance

move.ge may update these Rules. Members are told at least 15 days before a material change takes effect, by email and in the back office, and may be asked to accept the new version before continuing. A member who does not accept may end their membership; dues already paid for the current period are not affected. The Rules are published in Georgian, English and Russian; if the versions differ, the English version prevails.

Part 10. GLS Exclusive Listing Agreement

  1. What it is. When owners confirm an agent's listing, they may give the listing agent the exclusive right to list the property on move.ge for 90, 120 or 180 days (the "GLS Exclusive"). It is optional. Every owner must agree; if owners choose different periods, the shortest applies. It starts when the listing goes live.
  2. Effect. While a GLS Exclusive is in force, no other member, office or owner can list the property on move.ge. Members of the listing agent's own office may list it. The block applies even if the listing is temporarily off market or withdrawn by the owner.
  3. Scope. The GLS Exclusive covers listing on move.ge only. It does not create a brokerage agreement, does not set or guarantee any commission, and does not replace any agreement between the owner and the agent.
  4. Agent's duties. The listing agent must keep the listing accurate and confirm its status every week (Part 4). The GLS Exclusive ends by itself if the listing stays unconfirmed for 21 days, if the property is closed, or if the listing is withdrawn by the agent, cancelled, expired or removed by move.ge.
  5. Ending for cause. Owners can end a GLS Exclusive early only for cause: the agent cannot be reached, publishes false or outdated information, or does not keep the listing confirmed. The owner asks from their move.ge owner page. move.ge staff hear the agent and decide within 5 working days, and the decision is emailed to the owners and the agent.
  6. Owner revoking consent. If an owner revokes consent to the listing, the listing is removed, but the GLS Exclusive stays in force until its end date unless it is ended for cause.
  7. Renewal. move.ge reminds the owners and the agent 14 days before the end date. The GLS Exclusive is renewed only if every owner renews it; otherwise it ends on its end date.
  8. Records. move.ge keeps each owner's choice, the date and time, and the text version they agreed to, and emails a copy to the owners and the agent.
  9. Misuse. Pressuring owners into a GLS Exclusive, or using it to keep a property off the market, is a breach of these Rules (Part 8).

Part 11. Co-broke offers and member messages

  1. Co-broke offer. A listing agent may publish a co-broke offer on a listing: a percentage of the sale price (or of one month's rent for a lease), a fixed amount, "by agreement", or "no co-broke". It is shown only to members, never to the public.
  2. Meaning. A published co-broke offer is the listing agent's offer to a member agent from another office who brings the buyer or tenant that closes, unless the two agents agree otherwise in writing. Changes apply to clients introduced after the change; earlier introductions keep the offer that was shown at the time. move.ge records every change.
  3. move.ge's role. move.ge does not collect, hold or guarantee any co-broke payment and is not a party to agreements between members. Disputes between members are settled between them; move.ge staff can mediate on request.
  4. Messages. Members can message the listing agent about a listing through move.ge Messages. Each message is also emailed to the recipient. Messages must be professional and about real estate business.
  5. Not allowed: spam or mass messages, offers to bypass the listing agent, sharing owners' private contact details, discriminatory or abusive language, and using messages to recruit agents away from their office.
  6. Records. Messages are kept as part of the GLS record and may be reviewed by move.ge staff in case of a complaint or a dispute. Breaches are handled under Part 8.
